Valve Faces Antitrust Trial Over Steam Policies in UK

21 Feb 2026

Valve's Steam platform is set to face a trial in the United Kingdom over antitrust claims related to its revenue share and price parity policies. The case, led by Vicki Shotbolt, CEO of Parent Zone, and brought by law firm Milberg, challenges Valve's 30% commission on games sold via Steam and its price parity requirement.

Antitrust Allegations

The lawsuit argues that Valve's 30% revenue share is excessive and inflates consumer prices. Additionally, the price parity requirement allegedly prevents developers from offering cheaper prices for Steam keys on other platforms. The Steamworks policy mandates that developers cannot offer worse deals to Steam customers compared to those purchasing Steam keys elsewhere.

Potential Impact on Developers and Consumers

Shotbolt acknowledges that a reduction in Valve's commission might not directly result in lower prices for consumers. However, she believes that eliminating the price parity clause could allow market dynamics to drive prices down. The lawsuit claims that Steam's market dominance limits developers' options, potentially leading to exploitation.

Legal and Financial Stakes

The UK case, which has been granted class action status, seeks up to £656 million in damages for consumers. Beyond financial compensation, the lawsuit aims to foster a fairer relationship between Valve and game developers. Shotbolt sees the case as a means to enhance the digital marketplace and address broader issues, including online safety.
