KB5039299 Update Fixes MSIX Packages Issue with HTTPS Downloads

The KB5039299 update introduces ten significant bug fixes and improvements, addressing a range of issues that have been affecting users. One of the primary fixes involves MSIX packages, which previously failed to work when downloaded using an HTTPS URI. This issue, caused by incomplete downloads damaging the package, has now been resolved.

Enhancements in Mobile Device Management

Mobile device management (MDM) also sees improvements with this update. When enrolling a device, the MDM client now sends more detailed information about the device, allowing the MDM service to better identify the device model and manufacturer. This enhancement aims to streamline device management and improve overall efficiency.

Direct Composition Batched Presentations

The update addresses an issue affecting Direct Composition batched presentations, where a brief flash of triangles or boxes would appear on the screen. This problem, impacting browsers like Microsoft Edge and other applications, has been fixed, ensuring a smoother visual experience for users.

Additional Fixes and Improvements

  • Country and Operator Settings Asset (COSA) profiles have been updated for certain mobile operators.
  • An issue that could prevent systems from resuming from hibernate after enabling BitLocker has been resolved.
  • Windows Defender Application Control (WDAC) now correctly handles unsigned policies, preventing them from being copied to the Extensible Firmware Interface (EFI) disk partition reserved for signed policies.
  • A fix has been implemented for a folder context menu issue where the command intended to remove items would instead add them when a third-party sync feature was involved.
  • Windows 10 apps no longer mistakenly display a "How do you want to open this file?" dialog box when right-clicking on the program's icon in the Start Menu or Taskbar to perform a registered task.

Despite these improvements, some known issues remain unresolved. One of the longest-standing bugs involves changing a user account profile picture. Users attempting to change their profile picture through Start > Settings > Account > Your info and then clicking on Browse for one under Create your picture might encounter an error message with error code 0x80070520.
