Investigation and Charges
The investigation commenced in February 2023, triggered by the FBI's arrest of an individual referred to as "BW" in Boston. BW was charged with possessing and distributing child pornography through Kik Messenger. He reportedly distributed images of his 13-year-old stepdaughter to Walker.
Search warrants revealed hundreds of messages exchanged on Kik between BW and Walker from 2023-02-10 to 2023-02-14. BW provided approximately 33 media files, including child sexual abuse material on 2023-02-12. Walker, under the Kik username "captainamerica250," was confirmed to have engaged in discussions about the girl's age and described intended assaults.
Legal Proceedings
A Monroe County judge approved an affidavit and search warrant for Walker's home and vehicle on 2023-09-26, based on findings by Bloomington Police Department Detective Kevin Frank. Walker was located on 2023-10-02, initially denying his involvement but later admitting ownership of the implicated Kik account. Electronic items were seized for further examination by the Indiana State Police Cyber Crimes Division.
Walker has been released under monitored conditions with an internet monitor. His pretrial conference is scheduled for 2025-11-11.
Background and Employment
Prior to the charges, Walker was employed for approximately nine years with the Indiana Department of Correction, but he is no longer with the department, as confirmed by Chief Legal Officer Anna Quick.
