Epic Games and Google have reached a proposed settlement that promises to enhance developer options on Android globally through June 30, 2032. The settlement, pending approval by Judge James Donato, introduces substantial changes aimed at increasing competition and reducing fees for developers.
Registered App Store Program
As part of the agreement, Google will launch a Registered App Store program in the next significant Android release. This change allows users to install third-party app stores directly from a neutral install screen. These stores will gain permission to install apps, providing alternatives to Google's Play Store.
Included in the proposal is a modified service fee structure. Google's standard service fee will see reduction to either 20% or 9%, contingent on the type of transaction. Additionally, service fees will be separated from those associated with Google Play Billing, and alternative payment options will be displayed alongside it. Developers will enjoy freedom to establish their own pricing and can offer lower prices with alternative billing options.
Competition and Developer Rights
The proposal also safeguards developers by banning exclusivity or preinstallation deals with device manufacturers, carriers, or other developers. Developers will retain the right to communicate freely with customers outside the Play Store ecosystem.
Both Sameer Samat, Google Android president, and Tim Sweeney, Epic CEO, praised the proposal's potential to bolster competition and lower costs, while maintaining user safety.
The parties are scheduled to discuss the settlement with the judge on November 6, 2025, marking a significant shift in Android's policy framework.
