The company launched an early access portal for developer verification on 2025-11-12, allowing existing developers to comply before full implementation. In response to significant backlash, Google introduced a new workflow for sideloading unverified apps, incorporating multiple warnings and anti-social engineering measures. This effort aims to curb fraudulent activities by linking developer accounts to real-world identities.
Developer Categories
A new verification tier caters to students and hobbyists, minimizing requirements and restricting app distribution to a limited number of devices. This encourages educational and personal projects while limiting exposure compared to commercial ventures. The measure balances user safety and developmental freedom for small-scale creators.
Policy Rollout and Implications
The initial phase of this policy will cover Brazil, Indonesia, Singapore, and Thailand in 2026, with a global rollout anticipated in 2027. Google's actions coincide with discussions around an antitrust settlement with Epic Games, which could lower developer fees and enable third-party app stores by introducing a 'Registered' designation for them.
