India Investigates Telegram Over Illegal Activities, Potential Ban Looms

The Indian government has initiated an investigation into the messaging platform Telegram, prompted by rising concerns regarding its use in illegal activities such as extortion and gambling. This inquiry, which could potentially culminate in a ban on the app, is being carried out by the Indian Cybercrime Coordination Centre (I4C) in collaboration with the Ministry of Home Affairs (MHA) and the Ministry of Electronics and Information Technology (MeitY), as reported by Moneycontrol.

Is Telegram Going To Be Shut Down In India?

The outcome of this investigation will play a crucial role in determining Telegram’s future in India. While the platform currently adheres to the country’s Information Technology (IT) Rules—mandating the appointment of key officers and the publication of monthly compliance reports—the inquiry may assess whether these measures are adequate to address the concerns raised.

Why Was Telegram CEO Pavel Durov Arrested?

This scrutiny follows the recent arrest of Telegram’s founder and CEO, Pavel Durov, in Paris on August 24. Durov’s detention has sparked criticism from notable figures such as Elon Musk and Edward Snowden, centering on the app’s content moderation practices, which have reportedly failed to mitigate criminal activities on the platform.

Durov was apprehended by French authorities at Le Bourget airport after arriving from Baku, Azerbaijan. His arrest is linked to a search warrant issued by France’s Office for Minors (OFMIN), which is investigating allegations of his involvement in various illicit activities, including fraud, drug trafficking, cyberbullying, organized crime, and the promotion of terrorism.

Wide Use In Russia

Telegram, which enjoys widespread popularity in Russia, Ukraine, and other former Soviet states, has emerged as one of the world’s leading social media platforms, with aspirations to reach a billion users within the next year. However, its role in facilitating illicit activities has raised significant concerns, particularly due to its perceived lack of moderation.

The investigation into Durov is particularly focused on the platform’s shortcomings in preventing drug trafficking and other criminal activities, as reported by French media outlets TF1 and BFMTV. Durov, who typically resides outside of Europe, had made a rare visit to France, making his recent arrest a noteworthy event.

Since the onset of the conflict in Ukraine in 2022, Telegram has become an essential platform for disseminating information—both accurate and misleading. It serves as a communication tool for key political figures, including Ukrainian President Volodymyr Zelenskyy, as well as the Kremlin and Russian government, to share news regarding the ongoing situation.
