In a series of revelations by Ukraine's national police and security services, messaging apps, particularly Telegram, have emerged as pivotal tools in recruiting Ukrainian citizens for orchestrated terrorist activities.
Ivan Vyhivskyi, head of Ukraine’s national police, notes that Russian intelligence targets a demographic comprising young people, the unemployed, and those with antisocial tendencies. The allure of quick financial rewards appears to make these groups susceptible to collaboration with foreign operatives.

Telegram, a widely used messaging application, has been identified as a key channel through which Russian intelligence reaches out to potential recruits. Ukraine’s law enforcement agencies have recorded nine attacks since the beginning of the year, all believed to be orchestrated by Russian intelligence.
