David Thiel, a researcher at Stanford University, noted that Telegram is perceived as “less secure” and “more lax” in its detection of illegal content compared to other messaging platforms. He pointed out that Telegram appears unresponsive to law enforcement, contrasting sharply with WhatsApp, which submitted over 1.3 million CyberTipline reports in 2023, while Telegram reported none.
In 2022, Germany imposed fines on Telegram for failing to comply with local laws regarding the reporting of illegal content. Similarly, Brazil temporarily suspended the app due to its refusal to comply with regulations aimed at curbing misinformation and illegal activities.
