Stephen Walker, a former member of the Bloomington Board of Public Safety, has been charged with child pornography offenses following allegations related to Kik Messenger activities. The charge was filed on 2023-10-02, after an extensive investigation stemming from a broader FBI investigation.
Kik Messenger Investigation
The inquiry began in February 2023 after the FBI's Boston division arrested an individual named 'BW' for possessing and distributing child pornography. According to a probable cause affidavit, BW used Kik to distribute images of his 13-year-old stepdaughter to Walker, who was using the handle 'captainamerica250.'
Between 2023-02-10 and 2023-02-14, hundreds of messages and about 33 media files, including child sexual abuse material, were reportedly exchanged between the two accounts.
Search and Arrest
Authorities connected the Kik account to Walker through subpoenas to Kik, Google, and Verizon. A judge granted search warrants on 2023-09-26 for Walker’s residence and vehicle. He was located near his home on 2023-10-02, where he initially denied any involvement but eventually admitted to owning the Kik account.
Electronic devices were seized for examination by the Indiana State Police Cyber Crimes Division. Walker was granted conditional release with internet monitoring ahead of his pretrial conference, scheduled for 2025-11-11 at 1:45 p.m.
Legal Proceedings
Walker, who previously worked for about nine years with the Indiana Department of Correction, faces serious charges likely to impact his future. As of this time, he is closely monitored, awaiting further legal actions.
