FineView is a free tool which you will be able to view, edit and apply effects with, as if it were a presentation. The interface is divided into three different areas: the upper one is destinated to the image preview; the medium one will show the choosen image in the original size; On the right, the file info and some tools to work with. Convert from JPEG into PNG, rename files or stablish them as wallpaper. It includes built-in image editor which will allow us to : rotete, resize, modify brightness, convert into grey scale,... In addition it also includes ?FilterGear? which allows us to apply lots of filters.
